Back in 1998, I bought one of those. I really liked using it. I had a small yard and it worked great for that. I did have to more it a
little more often, I think... if you let the grass get too high, there
was a crossbar that held the whole thing together that would
effectively "push" the taller bits out of the way.
It was quiet and got the job done. Where I am now, the yard is too
big, and the "grass" too thick, to get much use out of it.
The taller bits tended to be weeds with thicker stems that didn't mow
well. For those I had a hand operated weed whacker that I swung like
a Nine-iron ---
