That's a realistic analogy. Not all humans evolved the same way. As strange as it may sound, there are people who seem to have survived hundreds of generations with caveman mentality. They don't think for themselves, they are impulsive, and they think that they should have
what others have just because they can see what we have.
I speculate that when the Industrial Revolution hit, those hunter-gatherer types were effectively pushed out of society.  There were still some, but they didn't have the resources to do anything, so never got powerful.
Other areas that didn't get industrialized kept the old hunter-gatherer mentality and that mentality moved with them as they moved.  Ex: The old American South.
We need physical division representative to our political division; we need the free thinkers to band together in the southeastern states to
do the farmwork, and the hunter-gatherers to band together in the
northern states to hunt all the wild animals to extinction.
