What editor are you using? In SlyEdit, in addition to Ctrl-Q, you can
also type /q on an empty line and press enter to open the quote window
(and you can press ESC to close it when you're done selecting lines to
quote).

You can press Ctrl-L to list commands to see what's available. Alternately, you can type /? on an empty line and press enter to list commands.
